Requirements

What Los Angeles County agencies ask for

  • City halls and county service centers keep public counters open while staff areas stay locked.
  • Every department in a city runs on one system, with its own administrators.
  • Public works, water and sanitation yards use the same badges as city hall.
  • Purchasing runs through an existing contract vehicle instead of a new bid for every door.
  • Public works projects follow California prevailing wage rules.
  • Lockdown works building by building and across every site.

Recommended setup

Recommended access control setup

Most of the 88 cities in Los Angeles County run a civic center, a corporate yard and a handful of parks, library and community buildings, and the access control design follows that footprint.

Civic center

Public counters, staff corridors, council chambers, records, finance and IT rooms.

Corporate yard

Vehicle gates, fleet shops, fuel islands and material storage.

Community buildings

Libraries, parks buildings and senior centers on scheduled hours.

Credentials

City ID badges that double as access cards, with mobile credentials for field staff.

Lockdown

Duress buttons at counters and lockdown by building or citywide.

Department administration

Separate administrators and reports for each department on one system.

City halls, county service centers and public counters

From a small city hall in the Gateway Cities to a county service center in the Antelope Valley, the challenge is the same: residents walk in all day, and staff work a few feet away. BTI places the public counter on the line between two zones, gives counter staff a duress button that secures the staff door, and lets the city manager's office lock down one building or every building from a phone.

Council chambers get event schedules so they unlock for meetings and lock afterward, and records and finance rooms get a tighter rule set with two-factor entry.

Public works yards, water and sanitation districts

Corporate yards, pump stations, reservoirs and treatment sites are often unstaffed at night. Special districts and city utilities use the same badges at the yard gate as at city hall, and a lost card is removed everywhere at once. Gates get intercoms and cameras for vendors and deliveries.

Cloud platforms suit agencies with many small sites, and owned platforms suit agencies whose IT policy keeps servers in house. BTI installs and supports both.

Buying through CMAS, TESMA and GSA

BTI holds a California Multiple Award Schedules (CMAS) award, which California public agencies use to buy on pre-negotiated terms, and an award on TESMA, the Los Angeles County master agreement for telecommunications equipment and services. Federal tenants and agencies can use BTI's GSA contract (47QTCA21D00BA).

How projects are scoped and quoted

Door and gate count, lockdown design, yards and remote sites, cabling in older buildings, labor requirements and platform licensing drive the proposal, which BTI itemizes for your purchasing file.
